Front licence bracket - looking for help

Good morning all,

New to this forum and looking for help already! We (wife and I) purchased a new Mazda 3 about a month ago. The front licence plate bracket was in the trunk and not mounted to car. Can someone let me know what the best process is to install this? Thanks!!

Here's the procedure, but why not let the dealer do it?

DESCRIPTION
For environmental conservation, Mazda has decided to eliminate the front license plate holder installation manual for Mazda3 starting 2004 model year. Instead, the contents of the label will be included in this service bulletin and will also be stamped in the plate holder itself.
Follow instructions in this bulletin or stamped on the license plate holder.
REPAIR PROCEDURE
1. Make 3mm holes by drill.
2. Use attached screws to mount.
3. Tightening Torque: 1.8 - 2.2 N-m (18 - 22 kgf-cm, 16 - 20 lbf-in)

Attach license plate.
