MSP ECU in a 99 LX?

probably not. Intercooler, and aftermarket ecu will be better off.

engine management... and if you really want to make power on the turbo. put and i/c on it.

i doubt it will work even if you got your hands on an MSP ecu.

might want to go for an aftermarket one

i doubt it will plug in, ur going from a 1.6 engine to a 2.0 engine
