Gravel collecting in pan under car

I haven't taken a real good look under my car yet, but noticed that when I look in the driver's side rear wheel well, facing the front of the car, there is some sort of pan or plate. This pan is holding quite a bit of gravel. Does anyone know if there is an easy way to clean this out without actually hoisting the car up and removing it?

Would a shop-vac suck it out of there? Or one of the car wash coin-op vacs?
