Tar is easy to remove. Mineral spirits will take it right off. You'll have to wash and wax afterwards but it'll be ok.

I used bug and tar remover on my last car, but I'm scared to used it on this one. I'm sure since the paint is so new that nice wash should take care of it. It's just so annoying. (freak)

Kerosene is great for removing tar. And cheap too.

I had white paint on a blue mp3 from road work. I used plain paste turtle wax. It did the trick
