What's the best way to get rid of the carbon deposit on the tailpipe tip (best meaning cleanest without doing anything expensive or potentially damaging)?

Have you heard of polish called Flitz? That works great and is non-toxic. Otherwise any type of silver polish will do and a toothbrush.

Bon Ami and a wet washcloth worked for me. It removed 5 months worth of winter carbon. It also works very well for cleaning bugs off windshields.
