Timing belt cover

Ok, since I have had the car I noticed that the timing belt(or chain, I don't know which it is lol), cover looks like it is scratched. It looks like the aluminum chipped to a duller color, anyway, it looks bad.

Is something like this covered by warranty? Obviously it is not a performance or safety issue, but it still isn't like it should be.
