broken boost controller?

so i just got a 56k mile mazdaspeed motor in and when i got it back i cant control the boost what so ever
i have the apexi avcr boost controller on it and i have it set as off but im pushing like 16psi which is way to much for stock internals
i dont wanna blow my motor again
could it be a bad boost controller or like unhooked vaccum lines?
please help

The waste gate actuator is know to be a POS and kill lots of motor by over boosting. There was one in Bakersfield that I helped locate a motor for last week. Look over Regular Protege and you'll see a thread about locating a motor for a car with a bad WGA.
