the thing on red was out of this place and I just had 3 psi of boost, I changed the turbo already, How can I fix this part of the turbo or I have to rebuilt it

I have a turbo with the same problem. The easiest and cheapest way to fix it is to find someone with a t25 that has a blown bearing section but a good turbine housing. Then just swap the good turbine housing onto your good bearing section and you will have one good turbo and a neat looking paperweight. I found a local DSM guy that has a collection of blown T25s and I am buying one for $25 to swap housings.

The other option is to buy a new turbine housing only from a supplier like ATP turbo, but it will cost at least $100 just for the housing from them. Search craigslist for t25 and you can probably find a cheap used turbo.
