Can anyone tell me how far back can I go to swap IAC Values?

I have a 2litre engine in a 2002 Protege5 4 dr.

My IAC value is putting out 9.4 to 9.5 ohms now should I replace the value.
I still have a up and down idle at stop.

Manual instructions below.....
Measure the resistance between the IAC valve
terminals using an ohmmeter.
• If not as specified, replace the IAC valve
Resistance
7.7—9.3 ohms [23 °C {73 °F}]

The resistance looks good. Usually cheap ohmmeters add 0.2-0.5 ohms.
Up-down idle could be caused / is likely caused by the EGR valve. Probably needs cleaning.

Did it generate a CEL?

If not - look for a vacuum leak.
