This has been posted before. I'm not sure if it was on this forum, but on the ************ for sure. but its for the current ms3, even though youd have to change the turbo and all that good stuff.

Umm...that flange that is on there is for the twinscroll VF series turbos made by IHI for the JDM and EDM subarus. Very strange. These turbos come on the recent generations of STI's in markets other than the US.

I think it came from OnlineMazdaParts, almost two years ago.
