I know the question has already been answered, but I work for an enormous multinational telecommunications conglomerate that you all know and love. Any time we are installing a special service circuit for voice or data, one step in the process is called WOT. "Wired On Test." Simply means they hooked up all the wires & tested for basic continuity.

So I always think of work when I see references to WOT.
