i just bought a msp intake mani.... questions...

The stock MSP mani has both VTCS and VICS......I think it would benefit greatly from a good PnP. I think I will eventually go that route before I go with a custom sheetmetal intake....

Yes and yes. The MP3 came without VTCS, all others have it.
