I found this TSB while searching...Does this mean mazda has to replace it??

Unfortunately, they're not obligated to do TSBs for free, especially not outside of warranty.

I'm still under warranty
Shortly after I originally bought my MSP in the summer of '03, I brought it back to the dealership where I purchased the car with a stack of TSBs.
The dealership did all the TSBs, free of charge. However, like I said, this was back when the car was new. A lot of time has passed since then, so who knows how Mazda will respond to TSBs on a car that's 5 years old now .. but you can always give it a try.
A word of advice. That TSB is about the clunk. All Mazda will do is give you a new set of bushings that will inevitably start clunking and squeaking again after a few weeks/months. It might not even be worth it to go in and deal with the hassle you'll probably get from the dealership.

Technical Service Bulletins are repair procedures Mazda sent to dealers to tell them how to correctly (supposedly) repair common reoccurring problems that they have catalogged and determined that it deemed necessary to notify dealers of specific repair procedures.
With that said, they will only repair it if you bring the car to them, show them that your car has the symptons stated in the TSB, and tell them to repair per TSB instructions. dealers are NOT required to notify owners to bring in their cars for repair like an official NHTSA recall would be.

Totally understand. I'm thinking I'll take it to the stealership and see if they'll fit it. It should hold me off till next year atleast where I'll have the warranty fit it right. I just don't want to use the warranty again till next year. there doing my turbo right now.
