First things first, Welcome!

Second, make sure you have good or new struts/shocks before using lowering springs so you have a little better (or rougher, which i like) ride, and so you don't have a tire rubbing issue.

...or you can go the coilover route which would be a little more pricey, but you get what you pay for!

here is a good thread to look at before buying any springs or coilovers..I think some of the information can be updated and some added, but it gives the general idea of what each spring setup will give you...also for struts you may want to look into tokicos when using lowering springs

i have a 99 as well. i got the tein s. techs w/tokico blues (hp's). its a nice drop and rides just as good as stock over the bumps. based on my experience, they can take a beating and the pro handles great under pressure. but i had to pick up the end links from an 01+ protege so there would be no knockin while doing tight turns. you can get the tokico's for a fair price with free shipping on ebay. actually i think i got my s. techs from there as well.
