rear drum brake issue

is it normal to have a drum that does not want to go on without force after changing the rear shoes? this is actually the first time I have ever had to change drum brakes and it is kind of a pain in the (_I_)

I believe there is an adjuster that you need to compress. I'm not 100% on that.
