1996 protege base timing (1.5L)

Hey dudes , how do you get the ecm to base timing without the dealer tool?

I have heard that it is jumping pin-10 and ground in the underhood connector, but that scares me. I measured 12 volts there!

I too am having problems with finding out how to reset the timing after the guys changed out my radiator and water pump for me. HELP!
