Could anyone give me a rough idea of whats involved in transforming the rear brakes from drum to disc on a 99 protege?

He may have been blunt, which is why I'm stepping in, but he sums it up quite well. I wont elaborate much on this subject but to do the job, considering effort and cost it isn't worth it. Sometimes cost is the issue with people, sometimes it's the effort/work involved....some people it's both. Furthermore, for the trouble and money spent on the disc conversion it would be better off to spend a little more on higher end shoes for the drum which last much longer than discs anyways.
If this isn't enough elaboration for you, then you DO need to search, but I will tell you that the place you need to search is in the FAQ's.
