I want to make it so the cigarette lighter in the dash always has power, is their a simple way to do this or is it just a matter of splicing into a hot wire?

Run a 10 amp fused wire from the battery and solder it to the +12V wire for the cigarette lighter, then pull the fuse in the fuse box for the cigarette lighter.
