I am looking to get a car but i dont have the biggest budget so i'd like some advice on whether i should get an 06 honda civic coupe used with low miles for about 16k-17k or a 03 MSP used with 58k miles for 10,5k.... any advice?

if you think the msp has turbo lag i'd say you're nuts. boost comes on faster than most turbo cars out there today. too bad the tiny turbo peaks out fast.
i'd take the msp, and you can find lower mileage ones for that price you mentioned or less.

to me turbo lag is turbo lag.
my mom just got a 07 acura RDX, and acura states theres a valve that compresses the air before it reaches the turbo to eliminate the turbo lag.
bs. i still has some lag, while it isnt horrible, its still there.
personally i would get the MSP. cuz in the end turbo>vtec

Depends on the kind of civic.. But from the price, sounds like its an lx.. Id just search on here for a msp..

It depends, do you want a 2 door of 4 door? The stock MSP will be faster than the stock Civic. The Turbo will feel better than the SOHC VTEC, if that's what is in there. But after driving the MSP and feeling it's powerloss and hesitation problems, you will most likely want to start upgrading (I just got my MSP and that's how I'm feeling now). Better mileage on the Civic though. I've never had any problems with Honda's/Acura's. NA cars are probably easier to maintain.
So, the decision is yours. Not much help here.

msp for sure. who wants a car that like 99% of people in the sport compact world have. of course it would be nice since a civic is a lot cheaper and easier to get parts for. but i still say take the msp.

MSP is cheaper and quicker, and then you can get a Full exhaust, CAI, and Upgraded intercooler and be very happy :)

Nice grab. I know I had those same kinds of questions before I bought my MSP...now I just need to either get the unichip or get a reflash because the hesitation is driving me insane right now, but otherwise, you made a good choice.

No torque AND a only a high rpm power range, I like to call it "VTEC lag" Go with the MSP

if it's an Si i would consider the honder. but you could get a few grand worth of mods on the MSP and it would be way better/faster/fun, for still a cheaper price.
edit: Great choice! now use those extra few grand tee hee :)
