is it going to decrease performance or efficiency if i add a high flow air intake?

reason i ask is because my friend's car is recommended to keep the stock with stock tuning and adding after market will lose performance. thanks

Does your friend have a WRX? Those are notorious for needing retunes whenever you upgrade.

For us, the stock map should be OK, so long as you go with a quality intake and not an ebay "special". Check out CP-E's version. They have dyno sheets you can check out showing the improvement:
