how does something sound like it's binding? is it rubbing or clicking? if it's clicking/clunking etc it's your CV joints.
are you hearing power steering groan or is it a tire rubbing noise?
other than that i cant really think of anything without more of a description.

might be a wheel bearing. get under there and check all the rubber bushings and whatnot for obvious wear. not sure how to check if wheel bearing is gone, visually, but that could be what that sound is.

wheel bearings growl when they go, and it will be mostly when you are going straight and get louder as you turn but not only when you turn. if you have a power steering pump going bad or a line restricted in the power steering system that could cause some of the noise it sounds like but without being able to really look at the car and hear the noise thats the best suggestion i can give you. the only easy and quick power steering test i know of is to look and see if your resivoir fluid looks foamy at all. it should never have bubbles of any form in it. other than that id say take it to a shop where they can really get into it.
