people will tell you that 3M double sided tape is good enough. I will tell you that you should do it either:
Mold it on, and paint it (which is the expansive way)
Remove the bumper, and use 4 screw to lock the lip on (the cheapest and safest way)

you can put the screws in the back (wheel well area)
or you can mold it. it will look sweet molded ;)
having it molded will look the best but it will cost a lot more than the other methods.
i wouldnt advise using only 3m tape. i used 3m double-sided tape along the area where the lip touches the lower grill and one screw on each side in the wheel well. make sure you use the right 3m tape. do not use foam tape or anything that wont hold up to the weather conditions. i used the outdoor tape that was gray with red backing. it held up through a midwest winter without losing any grip.

moulded is nice until you hit something, its not worth it believe me. I've been there done that before. These lips look really good installed with a few screws in the wheel well and 3m tape in a few places to keep the kit in place. And it won't go anywhere

I used bubble gum in the bottom-most factory fender liner screw location when test fitting the lip. This way I could tell where to place the screw (the gum stuck directly behind where I need to insert the screw) using a factory location.
I then took a push-plug (one of the big ones locate on the top inside of the front grill where the hood latches) and drilled a hole through the lip and the fender liner just big enough to fit the pin. When the center of the pin is pushed, it expands and holds the lip to the fender-liner.
Between the two, I have a very stable lip that can be removed as needed. No 3m used other than under the lower grill area.
