No it is not...

I say it's noninterference because I've rotated my camshafts and crank independently while re-timing the engine and installing a new cam and have had no ill symptoms after that. That being said, the paperwork (admittedly from Dayco, not mazda) that came with my timing belt said it was interference.. but they could just always say that for safety sake.. who knows.
People keep going back and forth about whether it is or isn't.

an engine whose piston will colide with a open valve at top dead center.
basically and engine that will bend the valves should the timing belt fail.

bad timing belt = BIG problems in the engine
