is it safe to run just a bov and block off the inlets where the bpv goes?

Yes it can run but most people have a lot of stalling issues.

I'm one of the lucky ones. The only way mine stalls is if I give it a very quick, light stab of the gas and then immediately push in the clutch, and even then it has to happen just right. I think I've actually stalled it once in the last 6 months.

What are you boosting, if your actuator has gone bad it will change the tone of the BOV. I know that's how I notice mine at first.
