any load on the engine will cause the rpm to jump to keep the car from dying out or stalling. (a/c, turning the steering wheel all the way to one side and so on...)

i should have been more clear
its not just the gauge bumping, the whole car shakes a little, maybe 3 shakes after i release the gas
i got it repaired at a ford dealership, but they ran a scan an the egr was the only problem so thats what they fixed
do i need a tune-up as well?

we all had an egr failure with ours protege s,the egr causes something else...
a soon as a egr valve get stucked,it causes a misfire....
so in the easy way,it causes the coils packs to operate in other way, wich affect the spark plugs, and the oxygen sensor, and all of the emission system....
so this is why you feel the car shake....
the reason...simple...after searching in colaboration with my dealer mechanic manager,(i am a mechanic by the way)we found that the spark plugs where completely carbonized, and so about the oxygen sensor...i was lucky that my coil packs where still good, cause in some cases you need to replace them...
we changed my spark plugs and oxygen sensor, cleaned my intake and fuel system,(with the old egr in place of course)install back the new egr,and since then, since last december,no problems at all,it runs like a new car....
as soon as the egr valve stuckes,it causes two codes, one for the egr,and one for random misfire, causing the trouble you have now....
take out your spark plugs, you ll see the carbon on them....replace them, clean the system, you will definitaly see an good change......
good luck buddy.....
