fog light switch

ok first of all i already did a search so dont tell me to search. im not sure if this is for the speed only but you can only turn the fog lights on/off when the lights are on. it doesnt work when the lights are off or just parking lights on. is there any way to rewire the switch or whatever so when you push the foglight switch it actually turns the on/off..not just when the lights are on

somebody did it, i dont remember who, but they never made it on a how-to, and even so, its hard ass hell.
