possible to powdercoat turbo without it chipping off in the future?

Check with your coater to see what kind of temps it can withstand. I've powdercoated parts like differentials, but a turbo creates much more heat.

I'd coat it with something like a ceramic-based coating than CAN handle the heat and even improve turbine efficiency. I've ceramic coated a turbo before and it turned out great; nice bling bling compressor housing and a flat black exhaust housing.

The whole thing?

I doubt powdercoating will hold up to 'hot side' heat levels. Generally people do some sort of ceramic/thermal coating on it.
