Smallest rims you can fit on 03 ES for winter tires?

So I've tried looking through this protege faq, and I couldn't find the smallest tires tha can fit on an 03 ES all I know is that it's a 50mm offset.

My friend is looking to buy steelies and winter tires, so I was wondering what the smallest wheel you can fit that'll clear the calipers (with proper offset) would be?

Would 14" rims fit?
