i have a 94 protege dx and i got lowering springs. 2" front and back the front springs fit good but the back ones are too short for the struts the don't make contact with the top of the strut when the car is on the lift. is there any company that makes struts with a shorter rod for lowering springs??

they dont need to make contact while on the lift --- only when on the ground

What he said. In fact it's better that the struts don't top out.

i believe in pa to pass inspection you can't have any slop like that incase for some reason the strut would full extend and the spring would move or something?

not sure on the rules your refurring to -- but you would all most have the car airborne in order to full extend the spring to have it move --

Gravity Rules! Just don't start over jumps and you will be fine...
