I don't know a lot about engines, but the mechanic told me i need to buy a new one and it would cost me about 2 grand for it and labor. My 90 mazda 323 protege was overheating and then there was a loud pop and white smoke comes out of the tail pipe. I don't know if it could be anything else...

Your engine isnt blown per say but sounds like you may have a big problem. Sounds to me like maybe a head gasket or seal? I'm no mechanic but usually if it runs it's not blown.

It won't run anymore. It tries to turn over, but it won't crank. Is there a way i can tell for certain

You blew your head gasket, and the coolant filled the cylinders, hydrolocking the engine....you don't necessarily need to replace the engine, the head may be able to be remilled.
If you can't do the work yourself though, the cost of a head gasket repair will run you more than the car costs to replace...a 90 Protege can easily be had for around $1200 in good shape

Could it have thrown a rod and how would i know?
The mechanic they took it to in raleigh didn't even do anything to it. well aside from bending my hood by leaving a tool under it and trying to slam it shut, also they did take off the upper timing belt cover and tear the seal apart. they stretched what was left of it to try and look like it wasn't torn.....They knocked out my right headlight and stole my jack.....

I know he left the bar and the donut but took my jack!
Anyhow, i drained the oil pan just a bit ago and sure enough there is coolant mixed in with the oil the whole first layer was just greenish clear. and everything around the oil pan is covered in this thick layer of oil like it had been sitting there a while. I am thinking i need a new seal/gasket for the oil pan.
