96 Protege monitors not ready

Hello. Does anyone have any experience getting the four emission monitors set to "ready" on a 96 protege so that it can pass a state inspection? I have read several posts on the internet of people with this problem, but no one said how to fix it. I have a copy of the TSB 0003870 which describes this problem to a "T". However, I took my car into our dealership and showed the TSB to them and they brushed me off and said "we'll take a look at it and we have access to everything we need". Well, three days later they still hadn't found the problem and they just gave me the keys back and said good luck! Please help me with this problem! I am pulling my hair out. The dealership will have to diagnose that problem, as it requires the use of the WDS to monitor data. I don't see why your dealer had a problem, it is clearly written what needs to be done in the TSB...I would try a different dealer.
