yes.
here's a solution since you live in Flordia.
Buy one of these and drive faster.

edit: reality speaking, I'd say a set of springs would be the best bang for your buck.
They'll make your car more fun to drive in the twisties..

What're you looking for? Performance? Appearance? Handling? Sex?
For performance, you can't really beat a header. I'd also recommend an underdrive pulley.
For appearance, most people say drop the car a couple inches.
For handling, stiffer suspensionz.

I have a header, an underdrive pulley? hmmm is that hard to install by yourself and is it really worth the price?

It's always good to have a 2nd person on hand to help w/the install. There are people who have done this themselves, though.
For about 150, yeah I think it's worth it. I "freed up" a good amount of power in the low-end, and some hp in the high-end. It works well w/the OBX because OBX gives you less in low-end and more in high-end. So it helps even it out.
Concerns people have about UDP's
1. Underdrive means less spin on accessory things - water pump, a/c, alternator. Water pump would be my major concern, but I drove it for 7 ours straight with no noticeable fluctuation in engine temp. A/C works fine still, and since I don't have a huge power-hungry audio setup, the alternator's fine.
2. The engine is harmonically balanced, and lightening one end of the crank will cause crankwalk. This is a problem in the older Miatas, and it's become a myth about the proteges. If you think about it, the other end of the crank is a flywheel, and people always buy lightened flywheels. So if they're lightening one end of the engine, aren't they helping cause crankwalk, too?
You'll need belts in addition to the Pulley. I got mine used, so I don't know what sizes to get, but if you search for underdrive pulley, you'll probably find out there. Unorthodox makes one that's very flashy; RR-Racing makes one that's black. I chose black since it still looks stock and I've still got a warranty :)
